Our Staff
Wilma K. Mullet | Executive Director
Wilma K. Mullet received her B.A. in Art and Religious Studies and completed a minor in Entrepreneurship at the University of Mount Union, and a Master’s degree in Arts Administration from the University of Akron.
While pursuing her art degree at Mount Union, Wilma realized she wanted to be more involved in the arts. She took an internship with ArtsinStark to help organize the first arts festival in Downtown Alliance, Ohio. The festival’s vibrancy of the arts and community was the defining moment when she knew she wanted to help the arts thrive and promote community revitalization.
While attending the University of Akron’s Arts Administration program, Wilma participated in the Art Bomb Brigade with a class goal to create amazing public art throughout neighborhoods across Akron, inspiring creative and invigorating "placemaking" throughout Akron, Ohio. In addition, she completed a thesis study on public art as an economic development tool in revitalization efforts of Youngstown, Ohio, and the Mahoning Valley communities.
Currently, Wilma stepped into the role of advocacy for the region’s arts and culture community by participating in Creative Ohio’s Regional Arts Councils Executives meeting, where colleagues from Cleveland, Cincinnati, Columbus, Akron, Canton, and Toledo learn about practices and policies at the federal and state level. Additionally, Wilma was selected as one of 25 members of the 2026 cohort of the CreativeOhio Advocacy Leadership Institute, a first-of-its-kind initiative that has become a nationally recognized model for statewide arts advocacy.
As Executive Director of TAP, Wilma believes that the arts are for everyone and all are welcome to be a part of and support the arts in Tuscarawas County.

Sam Wottle | Education Program Coordinator
Mary Maxwell graduated from The Ohio State University with a degree in Stage Management and Dramaturgy. A proud Tuscarawas County native, she graduated from Dover High School in 2014 and remains deeply committed to supporting the arts in the community that shaped her.
Mary is passionate about community arts, arts accessibility, and arts education, with a strong belief that the arts should be available and welcoming to all. She currently serves as the Education and Grants Chair for The Little Theatre of Tuscarawas County.
In addition to her work in theatre, Mary has been actively involved in arts advocacy throughout the region. As a former board member of Tuscarawas Arts Partnership, she is proud to support TAP’s mission of strengthening and advancing arts and culture throughout Tuscarawas County through collaboration, education, and community engagement.
Sam is a Tuscarawas County native whose professional background spans nonprofit administration, community programming, and educational outreach. After beginning her studies in studio arts, she earned her B.S. in Human Development and Family Studies from Kent State University, combining her passion for creativity with a strong foundation in community and family development.
Over the past decade, Sam has worked and volunteered with a variety of regional nonprofits, building experience in program development, implementation, and community engagement. She is deeply committed to expanding access to arts, culture, and educational opportunities, particularly in underserved communities, and believes the arts play a vital role in strengthening individuals, families, and local identity.
In her role with TAP, Sam is excited to champion inclusive, community-based arts initiatives that inspire participation across all ages and backgrounds. Her vision for arts education centers on fostering a connected ecosystem of learning, accessibility, and creative growth throughout Tuscarawas County.
The Board of Directors is a team of dedicated members of the community that supports the mission and vision of Tuscarawas Arts Partnership. Their goal is to help support efforts to see the arts, culture, and creative community thrive across Tuscarawas County.
